I took this picture in Venice Italy in 1996,  I was there while on a ship.  I always wondered what it meant.  I do believe that it is a spirit of the universe it has the face of an eagle. The Eagle in Native American culture is the bird who could fly very high. High enough to speak to the Great Spirit believe what you wish for your beliefs are what move you.
